After messing around and experimenting with the settings, I finally found a config that reduces the amount of studdering and fixes the low render distance bug. Hope this helps.

I know GTA is very CPU heavy, so after messing around with the settings, I managed to find a config that makes the game semi-stable. Low distance rendering shouldn’t be an issue while driving at high speeds.
